Ministers called on sonia

Several senior ministers on Monday called on Congress President Sonia Gandhi and expressed their 'dissatisfaction' over the allotment of portfolios by Chief Minister N Kiran Kumar Reddy during the cabinet formation.

Ministers Vatti Vasanth Kumar, Botsa Satyanaraya, Komatireddy Venkata Reddy, Dharmana Prasad, Ponnala Lakshmaiah, Mukesh Goud, P Shankar Rao and Pithani Satyanarayana have expressed their displeasure at being allotted 'insignificant' portfolios.

They alleged that the Chief Minister had given top priority to Reddy community by allotting important portfolios. The Chief Minister had not even taken into account the regional and caste equations, and had completely ignored the seniority and experience of leaders while giving portfolios, the ministers said.

As many as 13 Ministers in the cabinet are from the Reddy community.

The High Command is yet to take a decision on Deputy Chief Minister's post, the next Pradesh Congress Committee President, the Speaker and Deputy Speaker's posts.

According to sources, PCC chief D Srinivas held consultations with Sonia Gandhi and Union Law Minister and AP Affairs In-Charge M Veerappa Moily.

Chief Minister N Kiran Kumar Reddy will leave for New Delhi on Monday night to finalise the names for Deputy CM, PCC Chief and Speaker posts with the Congress High Command.

According to speculations, J Geetha Reddy, Damodar Rajanarasimha and Ponnala Laxmaiah are in the race for the Deputy Chief Minister post.

The names of minority candidate Shabbir Ali and Marri Shashidhar Reddy are doing rounds for PCC chief post.

The High Command is considering Nadendla Manohar, the Deputy Speaker in the Assembly, for the Speaker post.

SONIA KNOWS THE NAKED TRUTH

The Congress President Smt Sonia Gandhi has come to a conclusion that her party is very weak in many states including Karnataka of Southern India. The naked truth has been revealed by Andhra Pradesh Chief Minister Rosaiah in a Cabinet meeting held on 14th October in Hyderabad.
The Chief Minister has asked the ministers to strengthen the party first and said it was the message which I brought from Delhi.
In the recent days the Jammu and Kashmir issue has damaged the credit of Congress as a whole and position of party in Karnataka is being diminished by the acts of Governor Bharadwaj and other party leaders there. In the Gujarat party has lost local body elections and hope is less in Bihar to come to power throwing strong Nitish Kumar.
In Andhra Pradesh the position of party is said to be fine but Jaganmohana Reddy’s Odarpu Yatra is being the talk of the party. The high command is not in a position to take severe action who participated in the Yatra but issuing show cause notices to second rated leaders which generates unnecessary nuisance.
Some telangana leaders who don’t have any support of public gives statements against Jagan and Late YSR. Particularly Rajyasabha MPs VHanumontha Rao and KesavaRao slipped the words against Late YSR.
If any action against Jagan is initiated anything can happen in the party of Andhra Pradesh. Very cautiously AICC is acting upon and waiting for the time to axe on Jagan. But it would not be possible for the AICC as Jagan is strengthening as the days are passing on and he is also slowly changing the strategies. In the present Nellore Odarpu Yatra he has left out the Congress flag of Sonia and using his and his late Dad’s pictures. He could not care anybody whether prominent leaders are being participated in the Yatra or not. Only public giving much support to Jagan and that is only strength.
The Prakasm District Yatra had run for more than a month and every where he was fully supported by crowds and now also in Nellore district. In Nellore Yatra the Minister for Mucipal Administration Anam and his brother and MLA of Nellore is not participating but crowds are did not care them.
With these entire in mind the AICC has no guts to ask Rosaiah anybody in the cabinet and also to say except to ask to work vigorously.

DISPUTED AYODHYA LAND BE SHARED BY THREE

The Lucknow bench of the Allahabad High Court has ordered that the disputed holy site in Ayodhya be divided into three parts: one-third for Hindu Mahasabha, one-third for Sunni Waqf Board and one-third for the Nirmohi Akhara.
comprising justices SU Khan, Sudhir Agarwal and DV Sharma today delivered a split verdict
However, the entire bench is of the view that the central dome of the disputed structure goes to Hindu Mahasabha, where the idols were installed in 1949 and again in 1992 after the demolition of the Babri Mosque. The sita rasoi and ram chabootara have been given to Nirmohi Akhara.

JALAYAJNAM AT CROSS ROADS

By Desaraju Surya
By any count, the most ambitious and equally controversial “Jalayagnam” programme undertaken by the Andhra Pradesh government has been a disaster so far.

Controversies, legal battles, environmental concerns, adverse observations by the Comptroller and Auditor General over large-scale financial misappropriation, lack of statutory clearances, inter-state disputes, natural calamities and, above all, a grave financial crunch have contributed to the grandiose programme going way off the track over the last six years.

When initially conceived in 2004 by the then Y S Rajasekhara Reddy government, the Jalayagnam – dubbed by the rulers as a “massive water conservation ritual” – was meant to provide water for irrigation to an additional 82 lakh acres of agricultural land in Andhra, Rayalaseema and Telangana regions of the state through 32 major and 17 medium projects in five years (by 2009). The initial cost estimates for these projects were Rs 65,000 crore.

Six years after the programme was launched, the government had already spent Rs 53,206 crore but could irrigate only an additional 26.25 lakh acres as per the latest count. By now the number of projects under the programme has gone up to 88, including 44 major and 30 medium, to irrigate an additional one crore acres while the cost too escalated to a staggering Rs 1,79,679 crore. Of the total, 39 have been identified as “priority” projects that will be completed in the first go.

The revised deadline for completion of the Jalayagnam programme is year 2014 – when general elections are due in the state – but, by all means, even that deadline will be missed, Irrigation Department officials admit.

All the works have come to a virtual standstill as the state government owes over Rs 6,000 crore to the contractors executing the projects. Given the severe financial crisis, the government is finding it difficult to clear the dues and let the works progress, the officials say. “We have cleared dues amounting to over Rs 1,500 crore so far and will be clearing the balance in a phased manner,” a top official of the Department said.

“We have completed 12 irrigation projects in the last six years, including four major, under Jalayagnam. These projects created a capacity to impound an additional 295 tmc ft of water which in turn contributes to an additional agricultural production worth Rs 8,850 crore per annum in the state,” Major Irrigation Minister Ponnala Lakshmaiah claimed.

Chief Minister K Rosaiah or Lakshmaiah never lose an opportunity to proclaim that Jalayagnam continues to be the government’s “flagship” programme and will be completed at all costs.

There is a rider, of course: the Government of India should be magnanimous to accord “national status” to at least three major projects so that the state can get 90 per cent of funds as grant.

Take the case of the multi-purpose Polavaram irrigation project on river Godavari.

For the last six years, the state government has been desperately seeking national status for Polavaram even as the project cost has shot up from Rs 10,151 crore in 2009 to Rs 17,600 crore as per the latest estimates. But there has so far been no word from the Centre on granting national status to the project while neighbouring Orissa is strongly fighting against it claiming that the project would lead to submergence of many villages on its side.

AP and Orissa are now locked in a legal battle in the Supreme Court over Polavaram.

Another major controversial project, the Pranahita-Chevella Lift Irrigation Scheme, has not got any statutory clearance from the Centre even two years after it was launched with a lot of fanfare. The project cost too shot up from Rs 33,500 crore to over Rs 40,000 crore now, official sources say. AP is not in a position to complete this project on its own and is looking desperately towards the Centre for according “national status” and bearing 90 per cent of the cost.

This project alone needs 3466 MW of power to lift water from Pranahita, a tributary of river Godavari, to a height of 1343 meters, resulting in an annual recurring expenditure of over Rs 2,300 crore.

“It is utterly foolish to take up such a project involving huge recurring expenditure. Can the government assure that it is ready to bear the annual expenditure,” questioned Lok Satta Party president and MLA N Jayaprakash Narayan.

But, the government has simply brushed aside his contention and asserted that it would go ahead with the project “for the betterment of Telangana.”

Pranahita-Chevella was mired in another controversy when it came to light that an astounding Rs 1,100 crore was paid to a private consultant for preparation of the detailed project report of which Rs 600 crore was already paid. The Public Accounts Committee of the state Legislature saw red over this and forced the irrigation department authorities to stop further payments.

Alarm bells, however, started ringing in the state government when Union Water Resources Minister Pavan Kumar Bansal stated that only one intra-state project would be funded under the category of national project. Chief Minister Rosaiah immediately wrote a letter to Bansal recalling that the Pranahita-Chevella project was among the 25 medium and major irrigation projects included in the Prime Minister’s package and was thus eligible for financial support under the Accelerated Irrigation Benefits Programme.

Still, there has been no response from the Centre on this, official sources in the Chief Minister’s Office said.

Another major project that has overshot several deadlines is Pulichintala on river Krishna. Meant to stabilize an ayacut of 13.5 lakh acres in five districts in Krishna’s command area, this project was supposed to be ready in 2007 but not even 60 per cent of the works have been completed yet, official sources admit. “The coffer dam of the project got washed away in floods at least three times leading to inordinate delay in completion of Pulichintala,” they say.

Such examples are one too many in the Jalayagnam story. And, it has no end in sight.

On Thursday the committee met Andhra and Rayalaseema Parliament members and patiently heard for two hours what they said.

The official spokesman of the committee Mr. Duggal has said that 90 percent of the work has been completed and met all sections of the people.

Shrewd Police officer as AP DGP

Sincere, honest and intelligent police officer K. Arainda Rao has become the DGP (Director General of Police) of Andhra Pradesh. Indeed Andhra Pradesh needs his services when the state lacks peace because of separatist movements. His appointment is in the correct time when the report of Justice Sri Krishna Committee will release in four months. Whatever the report the Committee may give the state should accept and maintain calmness to continue the studies of students. But the situation in the three regions of the state is not such. In this critical time a shrewd police officers services are needed. Fortunately Aravinda Rao’s appointment as DGP took place in the correct time. Thanks to God.

Mr. Arvinda Rao basically hails from Rayalaseema (Anantapur) and worked in various capacities throughout his career. As state intelligence officer he worked for a long time in the governments of Chandrabau Naidu and YS Rakasekhara Reddy. It shows how sincere he is.

He had a vast experience in law and order side and worked as SP of Medak, Kadapa and Warangal. He was the first police commissioner of Vijayawada City and DIG of Guntur range. He is a devil to Naxlites and foe to corrupt officers. Under his leadership numbers of anti-naxlite operations were taken up and many top brasses of Naxals fell down. As a DG of Anti Corruption Bureau he never left any officer whose information is filled with corruption.

May God give him a big hand to fight out with anti social elements of the state?

DESIRE.. YET TO ACHIVE

Nine years have elapsed but not yet completed the mission. This is in regard with Telangana Rastra Samithi (TRS) which has completed nine years of age today the 27th of April 2010. All these nine years the TRS has many ups and downs as political party which is formed by the K. Chandrasekhara Rao to bring out the Telangana region from Andhra Pradesh to get its own statehood.
TRS in its nine year journey pushed the people of Telangana to the separate sentiment which is a big success. The main fault the party has done is to mingle with Congress and TDP in 2004 and 2009 elections which gave raw fruits to people. Though it was a part of strategy to achieve the goal of separate statehood it has utterly flopped.
His plans have been totally failed due to the ill-fated Chief Minister YSRajasekhara Reddy when he was alive but he could not succeed after him, though took out a record level agitation in the region. At one time his dream appeared successful with the statement of Home Minister Chidambaram that process of Telangana state had been started. Unfortunately the Andhra-Rayalaseema people agitated unlike previously which stopped the process of separate Telangana instead a committee headed by Justice Sri Krishna has been formed to study the Andhra Pradesh matters. Now the committee has been talking to various political parties and also received record number of representations which are said to be more than sixty thousand. The committee has to submit its report on or before of December 31st of this year.
The TRS is also fluctuating from its stand from time to time on many issues which created confusion among the people. First, the party said Telangana is wanted because of its backwardness and now it has been saying that people of Telangana are interested to rule their own region. The cause of backwardness has been appeared; a very weak point after it was perfectly countered by many Andhra leaders with statistics. After the meeting of Justice Sri Krishna Committee the TRS president Chandrasekhara Rao stated that inner war (antaryuddham) would come if separate state was not recommended by the committee. This was criticized by many people and Vijayawada Loksabha member Lagadapati Rajagopal went deep asking the election commission to suspend the party reorganization.
The nine year old party in its first seventy days from 12th July to 17th 2001 had won two Zilla Parishad Chairmen including 85 ZPTCs and 100 MPTCs during local body elections. After that in the lower level local body elections the party had won 3000 village sarpanch posts and 12000 wards.
This individuality had not been continued by the party in the later days and a political understanding was reached between Congress and TRS during 2004 elections. Though it had won respectable number of seats in that elections, later it was not stood up to. In the 2009 elections the party was allied with Telugudesam and failed to get much seats.
Lack of statndardness in taking out strategies is the main draw back to the party and Chandrasekhar Rao too

NTR the ever remembered politician of India

Telugu Desam Party (TDP) has celebrated its 29th birth day on Monday 29th March 2010. On this occasion the party cadre paid tributes to the founder President of the party late Mr. NT Ramrao in a befitting manner throughout the state irrespective of the regions.
Though he is not alive his ideals are still continued by the successive governments either IDP or Congress.
It is praiseworthy to mention that more than the Chandrabaunaidu, the ill-fated Chief Minister Dr. Rajasekhara Reddy had implemented more and very sincerely.
Mr. NT Rama Rao had got fame and name as politician through his welfare activities to the downtrodden. What he acted as champion of the poor in films, he did as politician.
He felt only three were mostly needed to poor and those three (food, cloth and hut) and he provided at his best. He showed the way to future rulers how to rule and fulfill the minimum needs of poor.
Till then rulers of Indian states never thought of those needs but NTR had remembered them. Now NTR marked programs are in every state, thus he remembered by every poor man even today.
His commitment to the poor was unquestionable. Though he died not in power people wept like they lost a humble and adorable leader.
He did not care even his son-in-law Chandrababu Naidu and used to tell he was his DASAM GRAHA. He did not care even his fellow family members who were not with him during the troubles.
Today TDP President Chandarbau Naidu who was not the founder member but now president of the party tells that NTR was such an ideal person or God but what is the value?

REPRESENTATIONS TO SRI KRISHNA COMMITTEE CROSSED 14,000

The The justice Sri Krishna Committee, which is pursuing the conditions of Andhra Pradesh, has extended the last date to receive the representations to 10th April 2010. The Committee held its third meeting on 18th March and took a decision to extend the date in view of requests made by various sections of society. The committee Chairman justice Sri Krishna has made clear that there would be no further extension to send the representations as they have to submit the report on or before December last of this year.
The member Secretary Mr. Duggal has said that a record number of fourteen thousand representations have been received so far from the various sections and consultants would pursue them later. Already sub committees have been formed, he said. He clarified that some political parties are also pursuing them to send their arguments and some sent. The Committee also made it clear that they won’t ask any report from the AP Government specifically.
Any minister including Chief Minister is wanted to meet them; they should do it in privately as a citizen but not officially. In another question they have clarified that did not send any statistics to TRS President Chandrasekhara Rao.
The Committee would sit again on April eighth and tour the Andhra Pradesh after tenth of April. The committee would tour in the state where ever necessary and where we got representations, the Chairman said.
Meanwhile the Andhra Pradesh assembly has passed the bill seeking the Central Government to make an act deleting the Hyderabad City as free Zone to appoint police personnel up to the rank of inspectors without any discussion. The PRP and some TDP members dissatisfied with this.

DIWAKAR WANTS RAYALA TELANGANA

The former minister and senior Congress leader J.C. Diwakar Reddy has changed his stand with regard to United Andhra Pradesh. Now the leader wants Rayala (Rayalaseema) Telangana. He fears to be with Coastal Andhra Pradesh if state was divided after Sri Krishna Committee report.
Soon after the statement of Home Minister Chidambaram regard to Telangana on 9th Nov 2009, some of the Rayalaseema leaders had shown their disinterest to be with Coastal Andhra Pradesh if it was bifurcated. Though their intention was to be with Telangana but they demanded Greater Rayalaseema with the Coastal districts Nellore and Prakasam. Now some of them desired to be with Telangana as it would be more beneficial and geographically suitable.
In fact the same Diwakar Reddy was telling since Telangana agitation starts, that his own district Anatapur should be merged with Karnataka if state is divided.
After the statement of Botsa Satyanarayana (North Andhra) who wanted a division of state, had given a moral boost to Telangana leaders for some extent. Now Diwakar Reddy’s statement is giving more confidence to Telangana leaders that Unified Andhra agitation could be weak. More over Telangana leaders were already saying that everybody is wanting state is to be divided and regard to that question their agitation for separation was right.
Mr. Lagadapati Rajagopal, MP of Vijayawada has been doing his own work to put Andhra Pradesh remain unified. He had submitted one more set of papers citing the history of Telugus to Sri Krishna Committee. Earlier he had submitted 200 pages of statement to the committee twice.
Seeing all this there was no unity among the Andhra-Rayalaseema leaders to continue or argue in favor of Unified AP state.

Is Telangaana agitation going wrong way?

SATTIBABU... WHAT IS THIS?

The easily spoken Botsa Satyanarayana (sATTIBABU),Minister for Panchayatraj of Andhra Pradesh has once again created sensation with his words on the state that there was no problem if AP was separated into two states. He also disclosed that he and his wife Jhansi who is a Member of Parliament would like to give their personal version in a memorandum to Sri krishna Committee in this regard. He said that there was no wrong in having two separate states and two Chief Ministers by Telugus instead of one.
Many Andhra- Rayalaseema leaders of Congress and TDP reacted seriously on Botsa’s statement and who asked him to make this announcement in this crucial juncture. While Telangana leaders welcomed the statement of Botsa and asked the other leaders to follow. The TDP Rajayasabha MP Dr. Mysoora Reddy fired on the statement and asked the AICC high command to recommend the CM of AP to dismiss him. The Kurnool MLA GK Venkatesh also took the same view and said that if AP was separated Rayalaseema never be in Andhra but a separate one. The most controversial Vijaywada MP Mr. Rajagopal has once again cleared that many have many opinions but his stand was Unified Andhra Pradesh. He already submitted a 500 page document to Sri Krishna Committee.
The Chief Minister Mr. Rosaiah or Veerappa Moily both were silent on the Boatsa statement which indicates a doubt among the opposition political circles. Is it a drama played by Congress floating the statement to get the reactions of Andhra-Rayalaseema people or really Botsa himself has taken a decision to support Telangana to get his North Andhra developed in a separate state to be cleared.
His main comment was some Andhra people who invested some thing in Hyderabad, naturally desire Unified Andhra Pradesh but those were only five percent and remaining 95 percent don’t bother where ever the Capital is and whatever the state they belong to.
The Sri Krishna Committee is planning to visit the state in the first week of March to listen the arguments of various sections of people for a couple of days. The BJP leader and former President of the Party Venkaiah Naidu has cleared on Saturday that their party would not give any memoranda and their demand is to table the Telangana billin parliament.
